I feel a bit bad about making this build now due to the changes to Book of Thoth, but considering how ridiculously powerful Thoth's performance was with this build, I think it still has a place for us Thoth players. This is my go-to Thoth build that I organized after I became fed up with building him attack speed. His basic attacks suck, and with this build you use them more as a dueling tool to proc your Polynomicon more so than actually dealing damage with them. Anyway, I hope you all enjoy taking a gander at this bonkers build, which I regularly use to blast away all the thots.
The core items of this build should be pretty self explanatory given the nature of this build's title and the fact that Book of Thoth exists in this build. I use this build more so as an excuse to play a tanky mage other than Zhong Kui, so the first 4 items (including my boots) should be clear to you all. But, the other optional items can get kind of confusing.
POLYNOMICON -- It gives nearly everything I want; mana, magical power, and a wee bit of sustain. The effect on it is fitting, especially when paired with Thoth's dash, that gets a huge amount of damage off.
SOUL REAVER -- This simply adds more damage and is fitting in a game of arena when you are unfortunately facing 3+ tanks. This burns through them quite nicely.
BREASTPLATE OF VALOR -- I don't know if it's just coincidence, but many times I come across a team of 100% physical damage. Only then do I drop the Hide of the Urchin and pick this up, otherwise it's almost never a great idea, your tankiness is sufficient otherwise.
BOOK OF THE DEAD -- This increases your survivability substantially, and is as good an option as Polynomicon is, especially if you were quick in building your Warlock Sash stacks. This obviously is much more tailored to a more tanky Thoth build of course, as your damage output will be a bit lower compared to if you got Polynomicon.

Other reasons knowledge comes into question...builds double-stacking, and mentions that he tried this when he got fed up building him for attack speed. Really shouldn't build him for attack speed...he's really a burst mage, and should focus on power and pen, with 1 stacking item max. He has so much damage potential with nice long-range poke.
If you build him like you'd build Zhong, you might combine Warlock + Urchin, but you definitely wouldn't add on Book of Thoth to that.
I used to build him with a bit of attack speed as I liked smashing people through his wall with his augmented basic attacks, but yeah, they got kind of weak.
I call the build "Thot Blaster" because thot is close to thoth in terms of spelling, and when a female assassin such as Nemesis, Bastet, or Kali jumps on you, you can easily blast them with your ult and nearly kill them. In addition, while they are trying to damage you, you have such a solid amount of tankiness that they have trouble getting through you.
So yes, this build isn't effective against tankier gods, but in every other circumstance it gets the job done nicely. I am well aware of what a balanced build would look like, and I am even more so aware that this is a focused, situational build.
I still think building double-stacking by including Book of Thoth in a build where you're highly valuing the massive health from Warlock's Sash and the protections from Hide of the Urchin is hindering your overall effectiveness.
Not getting Book of Thoth for Thoth might sound like blasphemy, but consider what you're getting from it...high mana and high power. Between Warlock's and Urchin, you're getting 650 mana...if you're having mana issues from that, there are issues.
The whole other point of Thoth is the power. However, without any additional pen, as stated previously, you're definitely hampering your damage, even against squishies. On top of that, to achieve its full potential, you need stacks.
I ran some numbers in Smite Builder.
As you can see, adding just one pen item (even just Spear of Desolation) provides significantly higher damage output that Book of Thoth, and keep in mind, this is just one ability...the damage difference will be even greater when considering his whole kit. It might be hard to believe, since Thoth can provide so much power (~200 power from Thoth at full stacks in your build)...but even 20 flat pen has a huge effect. This is why, for any god looking to deal damage, everyone ALWAYS says that penetration is necessary.
