The goal is to rush transcendence as soon as possible for the additional mana.
This build gives max cdr and % pen and a decent bit of lifesteal. Trans giving a solid amount of mana, ninjas for the attack speed could be swapped out for warriors tabi if you would prefer. Once you get soul eater to evolve it will give you some solid sustain, some extra cdr and a bit of pen. Hydra's gives some extra mana, cdr and its passive is pretty solid giving extra mp5 as well as allowing for increased damage autos after using any ability. Atalanta's bow gives solid attack speed and 20% pen. With heartseeker as the last, maxing % pen and just being a solid item for ullr.
If you wanted to grab the crusher before soul eater and replace it with heartseeker you can, it is a solid item just incase you don't seem to do quite enough damage with your 3. Brawler's beat stick is a good anti heal item if the team needs some extra anti heal. Warrior tabi if you want the extra damage at the beginning. I personally don't care for it but some build fail-not on ullr to help with bursting people down.
Preference
Most of the time you will just want aegis and beads
1 is a great ability for both laning and fighting as the ax stun is wonderful
My favorite quote I've heard of Ullr is "laning against a good Ullr is scary, you are always one ax away from death." Ullr can be a very dangerous god, he has chase and can just burst down a single target quickly, his stun, leap and long ranged arrow rain make for a god with a very high skill ceiling.If you can get good at hitting his abilities you can easily carry fights, taking out high value targets before they can drop their kit. If you truly want to play him you have to land his abilities.

Also levelling order isn’t correct. You should have your 1 and 3 maxed before putting any points into your 4.

So, you see, the puppy was like industry. In that, they were both lost in the woods. And nobody, especially the little boy - "society" - knew where to find 'em. Except that the puppy was a dog. But the industry, my friends, that was a revolution.
Funny thing, this isn't necessarily as terrible of a build as those comments indicated.
Let's see...Trans is standard for Ullr.
Ninja Tabi isn't a bad option especially for hybrid builds or those generally lacking in AS from other chosen items.
Soul Eater isn't a regular option, but hey, Ullr can use the CDR, and the lifesteal through abilities & basics aren't terribe, especially since his kit only has situational lifesteal. Sure, it's not a commitment to basic attacks a la Asi, but as a hybrid option, it's got function. And hey, it now has 10% pen. You could switch this out for Asi or Bloodforge if you wanted the lifesteal, though.
Jotunn's Wrath is a somewhat common pickup for Ullr, though I'd probably say this is the weakest choice of the bunch, at least in this build. Typically when you go with this, you're going multiple mace build with either Crusher or BBS, and using more ability-based items such as Titan's Bane.
Atalanta's Bow is a commitment to basic attacks, and functions as an alternate to Titan's with the same base 20% pen not including Titan's passive. In a hybrid or basic attack build, this is good.
Previous statements about "worst build I've ever seen" are quite far-fetched, IMO.
Heartseeker is obviously a very solid item for him, as he's got 4 abilities that deal damage. No question here.
Altogether, we see 40% CDR, 40% penetration, good overall power, with a larger focus on abilities supported by HS, but with reasonable AS at level 20 of around 2.0 AS.
