Since you are getting book of thoth, an alternate start you can consider would be book of souls with 2 mana pots and 1 health pot.
Damage dealers, such as Vulcan, usually want to maximize their damage potential. They typically do not get many protection items. IF they do, they will usually only get one. As an FYI, Hide of the Urchin is NOT a common pickup for him. Even though it's a GREAT tank item, it's not one people usually get.
The other point is that most players looking to maximize that damage with power and penetration, with utility coming from specific things like CDR, and side effects (depending on god) coming from things like Gem of Isolation. Gem isn't popular on him, though.
In your build, you've got plenty of power...but absolutely zero penetration. Every god has natural protections, and can also build additional protections via items. The higher the protections, the more damage they block. Penetration (and protection reduction) is the answer to those protections, as it allows you to basically pretend they have less protections than they do. There's a large variety of items that provide this function, and they all have different effect. It's a bit much to go into this if you don't really know anything about it...and the fact you don't build ANY penetration is a bit telling that maybe you're not really familiar with the mathematical mechanics behind the game. This is no offense to you...if you don't ever really research, then you won't typically know.

Anyway, for Vulcan, due to his kit, you'll typically get some early penetration (e.g. Shoes of the Magi instead of Shoes of Focus), some additional pen possibly in the middle of the build somewhere (e.g. Divine Ruin, Spear of Desolation, and some strong % pen in the late-game (e.g. Obsidian Shard).
Another point, when you build Book of the Dead, usually you'll build that later in the build. And that is an offensive god's answer to protections (instead of Urchin), and is great when paired with Book of Thoth, as you have in your kit, so this is fine...just try to build it later.
There are probably some other things I could talk about (that would be situational alternatives at least), but that's a good starting point.
