Hera brings Argus crashing down at a location, damaging and knocking up enemies. On landing Argus will attack the nearest target. Hera can control where Argus moves through refiring this ability onto an enemy or if he has a target, to recall him. While recalled Argus will defend Hera and attack anyone that gets close. Argus has a hit chain that starts with a normal basic attack, into a ground circle AoE slowing enemies by 20% for 1s, into a line attack.Smite is an online battleground between mythical gods. Players choose from a selection of gods, join session-based arena combat and use custom powers and team tactics against other players and minions. Smite is inspired by Defense of the Ancients (DotA) but instead of being above the action, the third-person camera brings you right into the combat. And, instead of clicking a map, you use WASD to move, dodge, and fight your way through the detailed graphics of SMITE's battlegrounds.

As of my test 23/06/2020 (Cthulhu patch):
Argus does like all pets not apply item effects as most people are aware.
Spawning argus or the initial knock up does also not apply item effects
(this was tested both in jungle practice (checking damage numbers and visual effects) and a custom match (by testing damage numbers and the buff debuff icons).
The tested on-hit effects from items were: Stone of Binding, Ethereal Staff, Divine Ruin and Gem of Isolation.
It would not surprise me some of the outdated guides may even mention the landing damage proccing it.
