Edit: Due to forgetting about the MP5, I adjusted the numbers a bit.

Aka how to fix the worst active in the game, now that Shard has been removed.

My solution: Make it a healing item, rather than a simple mana sustain item.

Rank 1: You regen 25% of your maximum health, 30% of your maximum mana over five seconds. CD: 150 seconds.

Rank 2: You regen 35% of your maximum health, 40% of your maximum mana over three seconds. CD: 125 seconds.

Rank 3: You regen 45% of your maximum health, 50% of your maximum mana, and all cooldowns are reduced by 5 seconds instantly. CD: 100 seconds.

Oh, and for Salvation:

Rank 3: You regen 60% of your missing health, and nearby allies are healed for 30% of their missing health instantly. CD: 100 seconds.

Your suggested Meditation is actually much weaker than its current variant.

Personally, I think Meditation is fine. It offers lane sustain, and does it well. It's just there are many other actives that are more beneficial for you. What you propose would be worse considering how it is currently used, and if it is intended to simply save your ***, well, the current version is better for that as well. The flat 5 seconds off cooldown is just invisible and unnecessary power, and I assure no one will be using it just for a reduction on cooldowns, because it would just be a waste for the cooldown. But even then, buffing it would be too strong. I don't think cooldown reduction is what is necessary to fix a non-broken ability, and 5 seconds off abilities and 20 seconds off the total cooldown is not worth a 45% reduction in maximum mana regen.

Er, the final rank is meant for bruisers or tanks, or mages who build tanky, I guess. You burn your abilities, take some damage, activate this item, and repeat.

And I forgot about the MP5. Oops.

You can't have that passive effect, it's already on Purification Beads. Additionally, I think the spans between the two are too small, and the mana restore is too bad. I also think its a bad idea to completely remove the mana restore on salvation. But I like the heart of what you're getting at - a way to find an answer to the lack of shard without having to pump an instant 900 gold into meditation.

Edit: Increased the amounts regen'd slightly, and I'm not sure exactly why two identical secondary effects cannot exist at once.

Problem is, like you said, MP5 and and a reduction in mana regen doesn't warrant 5 seconds off cooldown. Also, you say your aim is to make an ability that's just for mana sustain be a heal. It's already a heal.

Meditation is meant to be a lane sustain item. It does what it does, and what it does, it does well.

I use Salvation in its current state all the time in assault, even when shard was still around. With two or three people on the team using it regularly, it can easily mean the difference between winning and losing. It doesn't really need any changing.

This is a wild idea taken from LoL bur this is it

Med tier 1
Recovers 75% mana and gain 15mp5 for 15s

Med tier 2A
recovers 75% mana and gain 30 mp5 for 30 s

Salvation Tier 2B
Gain 30 mp5 for 30s and recovers surrounding area mana by 35% of their max mana. This also heals allies for 5%.of your max health

Med tier 3A-A
Recovers 75 % max mana and gain 45 mp5 for 60s. Also heals for 35 % missing health. Additionallu, the next successful basix attack deals 50% of your max mana

Meditation tier 3A-B
Recovers 75% max mana abd gain 45 mp5 for 60s. Also heals for 35% missing health. Additionally, your basic attacks in the next 20s deals 2% of your max mana

Salvation tier 3B-A
Gains 45 mp5 for 60s and recovers surrounding area mana by 35% of their max mana. Also recovers their health by 15% of your max health. Additiobally, you gain a shoeld equal to 20% your max mana.

Salvation tier 3B-B

Gains 45 mp5 for 60s and recovers surrounding area mana by 35% of their max mana. Also recovers their health by 15% of your max health. Additionally, you grants shield to all surrounding allies by 5% of your max mana

I have posted this 2-3 times on reddit (been downvoted by noobs every time).

The solution IMO is to remove the crd reduction on beads and give that to meditation (like you mentioned). Because lets face it in competitive play the cdr is like 50% of the reason for picking up beads.

This would make purification beads a less desired active (it is probably the most picked active, if you do not count HOG) and Meditation would be a active that actually would be viable in competitive play and not just in scrub games :)
