Smite is an online battleground between mythical gods. As opposed to crit builds, which always need at least two crit items, Qin's provides good DPS on its own. That frees up an extra item slot so you can get another item with utility you prefer. It is also often a better choice to be able to build High attack speed for hunters that have no steroids, or somewhat weaker steroids. Critical damage is meant for its burst potential, and strong steroids fit in with that mentality as well.
In addition, builds that incorporate Qin's typically also have higher penetration, and this is more effective against Towers, Phoenix's, and jungle objectives like the fire Giant. Make sense?
For crit, I'd go: Warrior Tabi, Ichaival, Rage, The Executioner, Deathbringer, Poisoned Star. Warrior is taken over ninja because crit damage is based off of your physical power and there's plenty of attack speed later on in the build. You can replace Ich with either wind demon if you want more crit chance and attack speed or Bloodforge if you need lifesteal.
For your double bow, I'd go: Ninja Tabi, Ichaival, Atalanta's Bow, The Executioner, Qin's Sais, Odysseus' Bow; replace ninja with Warrior Tabi late game and ich with Bloodforge so you're not overcapping your attack speed.
Lifesteal would also be preferred, but since it's arena, you can get something else if you really wanted to.
Summary: replace your double bows. The only bow you can consider building is Odysseus's bow in a Qin's Sais build. Check out kriega1's apollo conquest guide (the build cokcepts can carry over to arena).

I would not build Titan's Bane and The Executioner in the same build in arena because you almost never have tank problems. Build The Crusher instead of titans bane.
As such, agreed with Kriega...Crusher isn't the best option for him.
1) +15 pen
2) attack speed = more procs of qins passive
3) has some power
Sure the passive is nice, but i also consider it for the atk speed and pen
But to answer your question, i can think of some specific downsides to building crusher on apollo:
1) it helps build his passive faster, but there's a chance to overcap attack speed after his passive is built
2) as bran mentioned, his abilities aren't optimised for crushers passive
3) sacrificing tank shredding capabilities (even though i have executioner in the build)-shouldnt be an issue if tanks aren't a threat
4) crusher only has 30 power, which is a bit on the lower side.
If none of these are the answer you're looking for, maybe you could give me a hint?
Anyway only hunters I would build Crusher on are Neith, Ullr, Skadi, Chiron, Medusa, AMC, maybe Anhur. Also seen a few pros build Chernobog with Crusher in mid lane.
Also, regarding my 4th point, i dont think the 30 power is low enough to make too huge of an impact, especially due to the +15 pen. And the AS gives more procs of qins sais.
I understand your point on the crusher being better on certain hunters, but is it really that bad outside of the hunters you mentioned? In apollos case, id steer away from it due to his passive and the potential to overcap AS. But what about, say for example artemis (qins build. Since she had her passive reworked, i steer away from crits on her)? She's not always gonna have her AS steroid up when fighting.
