Discordia is strong as stable and quick pressure dealer for enemy. Through Chronos' Pendant and Erratic Behavior she have very small CDR. You must catch 1 or more enemies in zone Strife, and throw into them Unruly Magic. After that, if there is no danger, immediately throw Erratic Behavior under you and stand in it until it ends. When your skills roll back, repeat this during all game xD.
Discordia can often deceive enemies, when she being in the invisibility zone of Erratic Behavior (only enemies without AOE damage) - just dodge attacks by running inside.
Ultimate Golden Apple of Discord blocks the movement skill of the enemy, so use it to prevent the enemy from escaping, or quietly throw it into center of the battle, preferably not into tank. Golden Apple of Discord has a difficult predictable result - no one knows where enemy run with it.
I think Discordia is among the top 5 mages most influential characters on the battlefield.
Always start by buying Chronos' Pendant, if you wish, you can later add to it additional CDR from Spear of Desolation.
Discordia be dealer one-time high damage as Scylla. And should do it often.
Since she always uses a combo of 2 skills, Shaman's Ring also seems good. Since she often uses skills, the Ethereal Staff fits her very well.
Spear of Desolation - I don't like it because it has a similar effect with Chronos' Pendant, and we can get something more useful (may be Divine Ruin).
If you want replace something - replace 3rd item.

Remove Spear of Desolation as 3rd item. Added comments into Items.
Add additional build with Ethereal Staff as 3rd item.

I 100% agree with your first 2 items. Magi is a better choice early IMO because Chronos and the option for Deso give you a good amount of CDR. But especially in a teamfight mode like Arena, you want to
immediately be doing as much damage as possible, which means building pen.
To me, Ethereal Staff isn't an optimal pick at all. She's got great range for her 2 poke abilities, as well as a pretty handy escape, and an ult you can also use to peel if they're going in on you hard. Getting Ethereal, especially in that slot, hampers your damage potential.
I'd be basically 100% behind your 2nd full build (with the possibility of switching Ob Shard and Tahuti's place) if you just switched Focus to Magi. Get the blue buff when you can, pick up Potion of Magical Might later, and you've got your full CDR in those situations.
I'm not sure what you're doing on the leveling after you max out Unruly Magic, and how you sort of level Erratic Behavior a bit, but then decide to switch to Strife. I just value Strife way more than Erratic Behavior, though I can see getting Erratic earlier if you're just being way too hard-pressed.
Do you think need get Obsidian Shard as 4 item for more early pen?
And I know most people max Strife in priority over Erratic Behavior. I also did play so. It depends on the style of play - if often use Erratic Behavior it's deal more dmg with fast CDR... if situation does not allow you to play aggressively then max Strife...
Bancroft's Talon is another that I don't feel is typically optimal for her. Why? It's best when you're expecting to take damage in almost any encounter, so you get the benefit from the passive. Again, she's got such good long-range/safe poke that it's not that necessary...and lifesteal in general isn't quite as impactful in a mode where the base is so close. It's got much more potential in a longer mode like Conquest, where you want to stay out as long as possible to continue farming, or stay for objectives, etc. If you want a lifesteal item, I'd prefer either Pythagorem's Piece or Soul Gem.
Obsidian Shard can be purchased anytime 4th or later, but really depends on enemy comp. If you've got 3+ tanks on the enemy team building magical prots, then I might get it there. Otherwise, I think you'll get more out of Rod of Tahuti in the 5th spot, with Ob Shard pulling up in 6th.
I've played a lot of Discordia in Arena, and these are my preferences, but if you find good success with your build, that's fine too.
Also, I stand behind the possibility of getting Tahuti 5th and Ob 6th if you're facing mostly squishy gods.
