This is the best build i've made so far it makes up for her lack of damage so you will usually finish games with around 25-30k player damage minimum (maybe more if you are a highly skilled player)
The Traveler's Shoes are A MUST as they will allow you to quickly engage fights or exit them quickly by activating your shield since the shield increases your speed by 15%.
A few points go early into the shield for survival as the build is actually strongest mid-late game.
Even without adjusting the skill point distribution as soon as you buy Shaman's Ring and finish your stacks you will definately feel the difference in power on her 1.
Always take also into consideration recalling Argus if you notice high DPS characters to be able to dish out more damage to gods on low health.
Chronos pendant is another must since it will effectively allow you to summon Argus more quickly in conjuntion with Hera's passive. The cooldown will be further enhanced with Spear of Desolation and far more when getting kills with it.
If doing Conquest consider using Mage's Blessing as not only will it give you cooldown but also further ability damage.
For defensive options Breasplate of Valor is great since it provides not only defense but also mana sustain and cooldown. For Magical defense consider building Stone of Fal.

Personal feedback, adding to thoughts provided by Gulf and Kriega below.
That said, that doesn't mean that you should immediately look to boosted mobility from things like Traveler's Shoes (and Shaman's Ring). None of Baron, Zhong, etc. get Travelers, and neither should Hera.
Shaman's Ring is one of those items that is okay a lot of times, but isn't ever a top-tier item. If you do want that extra mobility, I'd probably consider it later, rather than 2nd in your build, as it doesn't have any defining property that gives you a huge advantage at that early stage of the game...other common items you might pick up early, like Chronos' Pendant (for the CDR to spam abilities and be a harasser), Book of Thoth (for the need to stack and for the high power and mana so you don't run out quickly), etc., give a specific advantage. Shaman's doesn't. And if you need that mobility to stay alive, you're probably out of position or not warding.
Hope I've provided some further explanation so you understand where I'm coming from.
Please just do everyone a favour and remove this build until you rethink it.
