These are the items Kali ideally wants to buy. The probability you'll end up with a build using all of these are scarce, but if you can, that just means the game is going extremely well for you.
These are the items you might need to use, depending on the enemy team.
Golden Blade can be used if you're fighting into a jungler that can clear extremely fasten then you, like a
Ratatoskr, and in the situation that the enemy team is invading your buffs. This item is also good because it makes
Kali's push potential a real thing, which allows her to split push and push on her own. Overall situational but nice nonetheless.
Toxic Blade is amazing against healers, and you should want to get it whenever healing could be a constant nuisance.
Asi is a great item, bringing 4 stats
Kali loves together. You mostly won't want to get this item, unless in match ups you're heavily loosing to an enemy team that has protections and double lifesteal in many characters.
Atalanta's Bow will give you A LOT of movement speed, attack speed and power, and is a great replacement for
Hastened Katana, if you don't feel like getting it, or looking for a cheaper replacement for it if you're behind.
Ichaival is a good item against a team that relies heavily on hunters or AA in general to deal damage, and can be a good situational item.
Magi's Cloak helps
Kali a lot when it comes to avoiding CC Lockdowns, and can be a valuable situational.
If you get to the point of the game that you're just buying Wards and
Potion of Power /
Elixir of Power, you can consider selling
The Crusher for a
Toxic Blade,
Atalanta's Bow, something along those lines.

Also, skill leveling...not sure I agree. If you start 2, then get 3...I'd get 1 before putting the second into 2.
I would call Qin's more of a core item than Stone Cutting, personally. And when you do go SCS, then I think the better shoes option would probably be Ninja.
Like Devampi said, skills really depend on your idea for level 2. I even specify on the gameplay session to try a level 2 fight, BECAUSE I decided to opt into
If you go into Ninja Tabi, you're overcapping AS, and you'll probably loose that AS should you buy a defense item or an item that doesn't contain AS (Like Bloodforge), so I decided to opt into Warrior Tabi for a better early game clear and damage potential from
About Qins and SCS, I feel like you can switch between SCS and Hastened, but SCS will make your basics and earlier teamfight potential better, but if you're ahead I would say go into Hastened. Now for Qins, I feel like getting Qins before SCS or even not getting SCS you're not optmizing
I would go something like: Ninja > Crusher > Hastened > Stone Cutting > Qins > Executioner. (Can swap Stone Cutting and Exe around)
Also you haven’t mentioned HoG anywhere, and I would add O-Bow, Titan’s Bane, and Ichaival as alternative items, as well as Magi’s Cloak.
Here's how Cherryo was building Kali in SPL:

I don't like HoG and I don't feel like it's a good choice right now, but maybe my mind will change when they add back health number for jungle camps.
I don't feel like O-Bow and Titan's really have a spot in the build, but you'd have to change it's core aspect somewhat, but Ichavail is a good suggestion that I'll follow up on. Algo Magi's.
