Jing Wei creates a gust of wind that damages enemies and knocks up enemy gods when summoned. The gust persists for 6s and continues to knock up and deal additional damage to enemies every 1s. If Jing Wei walks onto the area she is knocked into the air and gains an attack speed buff for 7s.

Basics

Jing Wei this type of ADC which use they spells,mostly for buff and escape, so we don't need to do a transendence, like many other ADC, and collect mana. We need to recreate all of our base attack potential.
So, she has basic advantages at crit and attack speed, she is that rare god, who match with Silverbranch Bow. In our full build and full buffed we would have 41 stack of it - 82 additional physical power!
So, our priorities:

Attack speed
Our main attribute for doing damage.

Physical power
First component of our damage, dependent from attack speed.

Physical penetration
That's important for all ADC. Our efficiency.

Critical Strike Chance
Second component of our damage.

Alternatives


If you need an antiheal - easiest way to change wind demon by that. There are have similar stats, only losses a bit pen, but if your enemies have strong heal, that worth it.

Alternatives for Atalanta's Bow.
Toxic blade is another antiheal, which add you 30% attack speed and let you wont lose % of penetration, moreover, add 15 flat.
Or you can just have more penetration due to The Executioner. Your choice.


And, of course, this one. Not a great choice in my opinion: less speed and pen's dependent passive; but you can take it if you are fan.

Gameplay

Jing Wei is really effective in early game and born to aggressive laning phase. We, literally, can trade hp every minions wave, go back to base and return in short time, for a next wave, by our passive.
Explosive Bolts what you must keep charged all of the time, it is give you a splash at first part of game to farm, and critical chance buff in late.
Persistent Gust gonna be a first step in fight for you, and what you would use for farm first part of game. Use it for buff yourself and rush the enemy, or to stop retreating one.
Agility is a traditional rush/escape ability, but beware cause any stun may break it. I would recommend to use it for rushing to enemy, while jumping on Persistent Gust.
After that, it is time for recreate your base attacks potential. Show your foes a real machine gun and try to keep your ulti as long, as you can.
Air Strike is a pretty good AoE damage to finish teamfight. Keep in mind, that it take some time to charging. I'm recommend to use it to finish retreated enemy, or avoid enemies reinforcement, and leave the fight.

Relics

I'm just recommend to pick at second Belt of Frenzy to get another buff, if u feeling uncomfortable, pick default Aegis Amulet+ Purification Beads for safety.

This build is pretty good with nice amounts of damage however, you do not need rage here. Since her 2 can be used before a fight you can have 6 arrows that would have 85% crit chance. DeathBringer would be a much better item due to the more damage you get from crits it a decent counter to spectral which the enemy would run if they were smart.
