After mantle of discord drop attackers blessing for malice and if late game you need more damage you can drop tabi for wind demon.

Yeah we know combat dodge is good, however it is kinda hard to lvl it 7 times.
(also I think his skill order could be to max 1 grab 1 extra point in 2 and then max 3 into 2?)

This build claims that it's going damage + tank. We can also assume this is not for Conquest (thank goodness), as it builds Attacker's Blessing, an item not allowed in that mode. Guessing this is more of an Arena build concept, but a poor one at that.
You can't really do both in the same build...you can build a couple of protection items on a damage build to make yourself more "bruiser," or build a couple of damage items on a tanky build to provide a bit more pressure or counter something in particular (e.g. Brawler's Beat Stick in a Solo build to counter multiple enemy healers). That said, when you build this way you won't really be maximized for either.
Then you look at the build and can easily pick apart major weaknesses.
Let's look at "damage" first. It goes with critical strike damage, where Achilles isn't a basic attacker...he's an ability-reliant god. And it's not that you can't have fun with basics on an ability-based god, but you firstly understand that it isn't optimal.
Then you look at the choices. 4 crit items that equal 115%. The cap is 100%, so you're immediately losing out with inefficiency. Then you look at the other stat needed to maximize damage. This is called "penetration" or "protection reduction" and apparently isn't in the vocabulary of the build creator. For basic attack builds, The Executioner is typically the item chosen, as it will allow you to bypass a significant amount of enemy protections (both inherent and built). Lack of pen in a build focusing at least partially on damage is typically a clear sign that the build creator doesn't understand the mechanics behind the calculations of things like damage and mitigation.
So on the damage side, if you really do choose to go with crit (which again isn't suggested), you'll probably only want to choose 2, MAYBE 3 crit items, and also build The Executioner. Those crit items, were I to choose, would be either Rage + Deathbringer, Rage + Malice, or Malice + Deathbringer. Rage has incredibly high crit chance in a single item. Getting crits with Malice means his abilities will be able to be used again more quickly, which can help him keep enemies close with his 1 and 3. DB is a common 2nd choice for crit builds due to the damage increase it provides in the passive.
But I wouldn't go crit, or with a basic attack focus. If I wanted to do damage with him, I'd focus on ability use. I'd get a combination of CDR, flat pen, and % pen, via Jotunn's Wrath, The Crusher and/or Brawler's Beat Stick + Heartseeker, and Titan's Bane. And note that Achilles has an execute ultimate. He doesn't need to get an enemy to 0 every time, because he can kill them once they're below a certain threshold. That points to a bit less requirement for full damage.
As for the "tank" concept, this person has 2 items with protections. Shifter's Shield is barely a "tank" item, and is more of a bruiser item. It situationally provides no magical protection and low physical, and when below 75% health, moderate levels of protections at best. As for Mantle of Discord, it's absolutely a tanky type of item, but in this combination just isn't tanky enough. The big thing here is that you'll note that neither item provides health. Effective health (eHP) is a measure of how much damage you can take based on prots + health against enemy damage/pen. Health is a big factor there, not just prots. This is just not tanky enough.
Basically, these are all reasons this build is just not suggested. I typically suggest in non-Conquest modes that you go bruiser (partial damage and tank), but with completely different items. He can deal a good amount of damage and doesn't need to commit too much into the damage aspect to do so. Things I'd consider building:
Warrior Tabi as main boots
Jotunn's Wrath for CDR
Void Shield / Brawler's Beat Stick for pen function
The rest of the items would be more typical tank items, and I'd look to counter enemies where possible...so Pestilence / Contagion, Midgardian Mail should be considered. Oni Hunter's Garb is strong for magical protection and teamfight damage mitigation. You could also consider an early Gladiator's Shield.
