Smite is an online battleground between mythical gods. Vazquez also mentioned he wanted Shaman's Ring in there, so I thought a stacking item should be built earlier.
Overall, I think 2nd item is just way too soon for Spear of the Magus.
If this build was for conquest, I don't think Spear of Desolation would be optimal. Maybe something like Chronos' Pendant or a stacking item might be better. Not sure about Spear of Desolation.
...does in fact give you 20% (once the Blessing is evolved, which won't take long so I'm counting as a solid 10%)...

20% guys. That's a good amount, early game.
Of course, situationals need to be considered, like you mentioned. Divine Ruin for healers. Phantom Veil is enemy Odin jungler? Etc.
And if you replace Shoes of Focus with Shoes of the Magi, you'll have plenty of pen overall, while keeping roughly the same CDR as if you got Focus + Deso.
