Transcendence - First item to get stacks started early, Primarily for Joust, Conquest or Seige (any of the ones with a jungle.) If you're playing Arena or Assault skip this item and go straight for boots cause of the lack of minions/care.
Warrior Tabi - getting away is key with loki because he's so fragile being about to bob and weave in and out of places is essential. Also Penetration... giggity.
Hydra's Lament - I get this before Jotuun's because of it's passive, It's a decent spike immediately after you use your ult this procs.
Jotuun's/Titan's Bane - Depending on if you skipped Trans. first item you'll decide between either of these. If you picked up Trans. = Titan's Bane. If you skipped Trans. = Jotuun's. Mainly because around the 4th item in games is when protections start to get a little out of hand and you need this extra pen..
Deathbringer - This is sexy. The reason I pick this up is because of the passive crit. since if you're playing a good loki you should always be behind your enemies and therefore always criting. the spike in damage turns me on.
Qins' Sais/Executioner/Shifter Shield - The last item is entirely situational.
Qins' sais: if the other teams tanks are causing you issues.
Executioner: if their tanks are not and you just want that extra bit of damage on top period as well as against objectives, (can also be subbed for Qins' Sais to deal with tanks instead but that's really dependent on if they're build health tank or protection tank.)
Shifter's Shield: if you feel as though you're dying too often or if you're having trouble staying out there for to long, it boosts damage as well as defense dependant on health so this is a really good item.
Something that I feel as though a lot of people underestimate about loki is his 1's dot. sure it doesn't seem like much but in those fights where it's down to the wire, fight or flight you've stealthed in close to a wild and unsuspecting Neith, popped your ult and *WHAM!* 9/10 of her life gone in one hit. Beautiful, bravo, well done, slow clap. But things turn around on you and she starts dancing around and pulling some bs adc stuff straight from where the sun don't shine to where you cant land that last 1/10 and damn near kills you. But because your 1 proc'd the dot kills her and you escape like a boss. Something to think about
Then follow the rest of the build alternating between leveling your 3 and 1. When stacking as loki, his 2 is what makes this feasible however by level 8-10 his 2 at rank 2 will start clearing all minions except the big billy bad ***es.
If you end up not stacking for whatever reason, then add level the second point at level 4 into your 3 instead.
Hop back and forth between your 3 and you 1. your 1 isn't as important as your 3 though your dot is handy, it isn't nearly as important as loki's bread and butter.
