Look at a guide (preferbly mine). Most people tend to level his 1 first because of the low cooldown and higher damage. If you like poking level like this 1313 for the first 4 levels then get your ult then your river then level the 1 for team fight senario's.

I don't know what most people do but all I did was max my 1 first then my 2 then my ult when its available. I max the 2 last. I don't know it seems to beat everyone so I do it like that.
