Smite is an online battleground between mythical gods. Players choose from a selection of gods, join session-based arena combat and use custom powers and team tactics against other players and minions. Most of this build looks fine, but I would recommend switching out Soul Gem. That's not really an item that is needed, especially when 1) he's got his own healing capabilities and 2) you're lacking in % pen.
You should be considering Obsidian Shard or Charon's Coin for higher % pen. If you don't really like those options, I guess you could consider Staff of Myrddin if you want the CDR Soul Gem provided, as it at least has some % pen.
Would replacing Divine Ruin with Obsidian Shard be a good idea? It maxes the %Pen to 40 but it's passive adds %20 more magic pen which wouldn't do anything since it's capped out.
So a couple additional thoughts:
But in the actual case you really don't need Divine, you should have an item or two as backup alternatives to slot in. You might even make a decision early not to get Divine, and if so, you might grab Book of Thoth as your first item. While you sometimes avoid stacking items in Joust, as Ra, you're going to be the obvious wave-clearer so this shouldn't be a problem.
Keep in mind that Ra is also not the best user of Divine. His 1 can be easy to dodge at longer range, his 2 is an AOE close to him, and while the 3 can be plopped on an enemy from range, that's usually not the best use of the ability.
