It seems that your skill order is all over the place. From what I usually see, people focus on maxing out one skill at a time instead of all skills at once.
Hunter builds typically require high attack speed, penetration, and damage. You got the attack speed and penetration (built in the wrong order, but we'll get to that later), but you are missing high damage options. If you're going the crit route, which it looks like you aren't, then you need to get Rage and another crit item ( Deathbringer preferably).
If you're going the penetration route, then you need to get Qin's Sais somewhere in your build. Runeforged Hammer isn't a hunter item, as far as I know. I'd replace that with Qin's Sais.
Ichaival is a bridge item, meaning it should be bought early and replaced by something else late game. I personally wouldn't get it in a small map game mode like Joust. This is something you would build in modes like Conquest or Siege. This item should be purchased preferably second.
The Executioner is built a little too late, in my opinion.
If I could give you a suggested build order, with the items you have listed, it would be:
Death's Toll
Ninja Tabi
Asi (I'd skip the Ichaival since this is Joust)
The Executioner
Shifter's Shield or another situational item
Qin's Sais (I think you'd get the most out of its passive by building it 5th since enemies are likely to have a good pool of HP at this point).
The Crusher or another situational item.

First, let's talk about skill leveling. Boogie's absolutely right here; in most cases, you'll usually want to target maxing one ability ASAP, then moving onto the next priority. In this case, first priority is usually Bramble Blast. Why? Although the burst damage itself isn't very high, it's his wave-clear ability and has a large, easy-to-confirm poke function. Generally, then, you should have this ability maxed by level 10.
Next priority depends on your preference and needs... Horn Charge, which has partial escape function, usually wouldn't be leveled next (similar to most other escape abilities), but the damage is actually very nice, with good scaling, and increasing the level also reduces CD. If you find you're able to be aggressive due to teamwork or being up in levels, this is a good one to level. Otherwise, you'll concentrate on Shifter of Seasons.
Talking about Seasons, it's actually interesting that you incorporate Runeforged Hammer. Most people will generally stay in Summer Heat for the bonus damage, but I do like the idea of the slow being used to increase your overall damage. 15% extra damage from Rune's passive might in fact be higher than Summer Heat, and the added control from mainly using Winter Chill is great for the team.
Side note for Boogie, if you do build crit, it's Rage or Wind Demon usually, as preferred by the builder...so, not Rage then another item, but rather Rage or WD, followed by Deathbringer, which should basically always be the 2nd crit item.
Anyway, let's talk about your items and item order.
I'll offer some general builds, some of which try to incorporate Runeforged. I won't list starter (again, Bluestone Pendant is probably preferred if you do get a starter at all) in these lists.
Also, although Conquest is the "main" mode, a lot of people don't play it because it's too intimidating (or a variety of other reasons, to be honest).
