This is my personal build, put alot of time crunching numbers and this the highest damage per second, while maintaining health because of the insane numbers your hitting for (900-2600ish)the percentage of health Regen per basic attack is almost full health on every hit, this might be the highest damage single target damage character based on this build I haven't seen any higher numbers, on his final hit of basic attack I've hit a radius in which all level 1 bots in radius(3at that time) took 2999 each. The lvl 20 bots took 2600-2700. That being said I worked hard have fun and kill everything lol ps be cautious coming up your still squish until mid-late game.....pps: those numbers listed are with power potion and attack buff

Firstly, at Odin bots, when you adjust the protections section, note that it only applies to the 3 stationary bots. I put the value at 200 prots, which is fairly easy to get for a level 20 tank.
Next, note that Ne Zha has a special attack progression: 1/1/1.5/2x damage and swing time, hitting in an AoE on the final blow.
So, Level 20, Odin bot at 200 prots, I dealt 574 crit damage on the 2x hit at your full build with full Ich stacks and the power potion. Note that in jungle practice you can't get the attack buff. Did you mean Jungle buff?
At 50 prots, I dealt 1,002 damage to that bot. Note that at level 20, ALL gods inherently have around 60-70 physical prots inherently.
So I don't know how you're dealing up to 2,000 damage end game. I don't think that's accurate, unfortunately.

For starters, you're missing quite a bit of penetration on him. Power alone won't cut it. And your item order could also be improved as I see you buying some very expensive items early.
That said, this IS an interesting take on building for him. Typically, you don't go for DPS with him, as you're looking for mostly quick burst and get out. Yes, you want to take advantage of his steroid, but that doesn't usually mean utilizing it the whole time on an enemy god.
The times when you'll look for DPS and use the entire duration of Flaming Spear is when attacking structures or objectives.
As such, you're usually looking for power, pen, and a bit of CDR...with maybe some crit items depending on direction, and/or a single protection item if you're struggling with a specific issue. Typically you'll see items like Jotunn's Wrath, The Crusher, Brawler's Beat Stick, Hydra's Lament, Deathbringer, Malice, Rage, and Titan's Bane, along with the Heartseeker you already list.
One thing to keep in mind with the numbers you're seeing...bots aren't the ideal medium to evaluate actual damage. You've stated numbers on "level 1 bots" and "level 20 bots" and that's not really appropriate when looking at potential...for one, they don't have the same protections as normal enemies, and 2, it makes no sense to see full build damage numbers on a level 1 enemy, as that will never happen in a real situation.
Without much pen, you'll be doing significantly reduced damage to any enemy with at least 1 protection item. You do build 25 flat pen via Asi and Heartseeker, which is okay for squishy gods, but when talking DPS, you really want to consider other factors.
If you're building for high DPS rather than ability damage and burst, then one thing you're really missing is enough pen though. The Executioner would be the item I'd likely get there to cover that aspect. And if you're really going that route (basic attack for funsies) then I'd also probably build Hastened Katana. Although he's got a slow in his 1, and the tether in his 3 to keep enemies close, I think the sticking potential in HK is important...and I don't think you considered that much in looking purely at DPS numbers.
A basic attack build I would personally consider would probably be along these lines: Ninja Tabi, Hastened Katana, Rage, The Executioner, Deathbringer, Bloodforge, replace Tabi with The Crusher. Order can be changed as preferred, but it's in the order I'd probably do it. And again, only for fun, not something I'd really consider in Conquest unless trolling.
Instead of the crusher, I'd get maybe a protection item. Ne Zha has no escape, except his Ultimate.
