Ullr is an ability based hunter. I see most of his potential in ability based but he can be very good auto attack based if done properly.
I have ullr ten with 3000 kills on him so I'll say I've had my fare share of ullr
ullrs combo is quite simple hearing it. but hitting it if you haven't played ullr well your in for a treat. ullrs one in his axe form is often the ability sad to be the hardest to hit, in my opinion his three in his bow form is the easiest because I am very good at line abilities. I wasn't good at small circles I am now after playing ullr it just depends in your playstyle.
his combo is axe 1 switch stance (ss) auto 3 auto 1. that is the combo you are aiming for but remember your combo is always going to change. it will change with distance stun length beads and so many other things.

Transcendence, Warrior Tabi, The Crusher, Jotunn's Wrath, Hydra's Lament, Titan's Bane, sell boots for Elixir of Speed and Bloodforge. Relics would be Purification Beads and Blink Rune.
You could also drop Hydra's and get Mantle of Discord last item instead, and still sell boots for bloodforge.

In that, Titan's Bane is built way too early. Your "Attack Speed" build...and your "high dps" build...I'm so confused why these are named this way. AS and high DPS should typically go hand-in-hand.
So...with the first build, Warrior Tabi and Transcendence are fine. I'd argue you might prioritize Trans over Warrior because the earlier power spike will be great for him, earlier stacking, AND he's got long distance safe poke and an escape in melee stance. Should be relatively safe, I'd assume.
Anyway, Asi is fine in these situations as item #3, OR if you'd prefer and you don't need the lifesteal quite at that point (and are steamrolling the enemy) you could go for The Crusher 3rd if that's your preference.
Titan's Bane again is NOT an item you build this early. Don't do this. You're typically going for DPS, not ability damage, and The Executioner is going to do a lot more for you than TB. ALSO...TB's % pen isn't as good as Exe's % protection reduction, especially at this stage, because enemies won't have built up a lot of prots at this point. You want the basic attack DPS, thus Exe.
AFTER Exe, Qin's Sais is probably the best bet. I don't like you getting O-Bow before Qin's in that "dps" build. O-Bow is...okay...but since he gets a lot of ability use as well, you usually want to keep building power. TB then O-Bow in that dps build is just honestly awful IMO.
After Qin's, you can do O-Bow, but I think my preference would probably be Ichaival at this point, especially if facing multiple basic attackers. Or you could consider a double-lifesteal situation and pick up Bloodforge.
As a late-game replacement to Tabi, THEN if you want to chunk tanks more, you can pick up Titan's Bane at that point.
Also, your last 3 items listed are way old. It says "items instead of hastened (dps build only)." I'd just drop that, or at least change to "situational items," take Asi out of there since it's a standard purchase in your 2 example builds now, keep BBS as an option.
Obow at this point in time is actually a bomb item on hunters right now. It helps you clear faster, it helps you clear camps faster allowing you to rotate faster and get pressure of the clear and rotations, and once you are in a team fight you are getting those big numbers dealing damage to the enemy team instead of just one target. Really good item and it is seeing a lot of play right now on all levels but especially competitive which is where i play and base my builds off of.
Also the reason that this build is completely wack is because i forgot i had a conqiest section to this and somebody notified me about the build and how i had hastened so i just switched somethinf really quick for now. However with that being said i will go through and switch up the build (mainly the order) whenever i get the chance.

But it's your build and your choice, if you want to keep it there, keep it there.
Also, before we go into this, let's consider some pro builds, both in SPL, and in general ranked.
Now, with all that in mind, we didn't see all that much use of either of the revamped items, Asi or Ichaival. I do like having those as options for any basic attacker.
For your "Power Pen Frags" build, I think either Tabi along with Trans is fine, but Warrior perhaps a bit more prioritized when you want to build into Titan's. Also, I might even back out of Qin's Sais if you're not willing to go The Executioner.
If you DO go Exe, I think you have a great build if you go Ninja Tabi, Transcendence, Asi, The Crusher, The Executioner, Qin's Sais for a general basic attack focus. At level 20, this gives you a base 2.465 AS (almost perfectly at the cap, for great Qin's use). When you replace Tabi, you will NOT want to get O-Bow, as it will blow you past the 2.5 AS cap. Instead, you can consider Titan's Bane (heavy tank comps), Ichaival (anti-basic attackers, and yes, this puts you past the cap, but not as much as O-Bow and I feel it provides better utility AND a ton of power), Brawler's Beat Stick (anti-heal), Bloodforge (more lifesteal and the health shield upon killing), etc.
The "Attack Speed DPS Frags" build should basically be that build above. "Power Pen Frags" should be more of an ability focus, IMO, and again, you could mostly copy CycloneSpin's Ranked build there, or Vote's SPL build.
If you're looking to make a build more your own, then adjust as you prefer.
Also not sure about witchblade on Ullr...
It's up to you of course, but in builds with qins, wouldn't you prefer to get exe over titans? Especially in builds where you're missing out on O-bow for attack speed in the build (like one of your examples?). This isn't to say you can't build both exe and titans, e.g. trans, warrior, crusher (or asi), exe, qins, o-bow, sell boots for titans.
