1) A less useful Ares or Ymir
2) Not that great without blink.
3) Not able to be that great of a support.
So what could we do to him? A buff would be slightly useful but nothing to major like a re-work. Firstly, I think an aura boost might be nice to his passive making a bit wider then what it is and maybe just a little stronger.
Maybe give Tremors more effect like it actually tremors them severly instead of making you wiggle ya butt.
I know this is a short post but I do like Cabrakan as a god and I just wish Hi-Rez would show the big guy some love. ♥♥

I don't really feel that there is anything wrong with his current abilities (except tremors. the CC can be annoying but it weak overall cause he roots himself. They should change it so he can move (reduce duration or movement speed and damage) or should make the CC stronger anyway)
a thing they could do is make the range of his passive bigger and remove the removal of stacks when Refraction Shield stuns (it already does that yeah.
Making him tankier doesn't really matter as protections are way to easily countered in the game.
I was thinking of probably something with his Refraction Shield maybe it could store the protections gained and instead of them dissapearing in 7 seconds, make them be stored until he uses the ability. That way he can be tanky for a good while and he can sacrifice the protections for a stun and good damage.
That sounds sensible, and probably could help his overall tankiness, as for right now his supporting potential is weak comparing to typical picks.
That being said, he can be played as an assassin substitute; there's a reason he'd been called "fat Loki" by some- once I decided to play him to specifically counter an enemy Raijin on Siege- Blink in and he was gone: my build was Shoes of Focus, Breastplate of Valor, Void Stone, Polynomicon, Soul Reaver and Ethereal Staff, paired with red buff- went out pretty well.
