Now I know what you might be thinking: "But Sods, why must you question this?" Reason being is that I haven't seen a single guy on any games I've played use this even though it is a good item for gods like Ra, Hel and even Sylvanus in a few cases. Now it may not seem like much but that 15% of increased healing is easily countered by items such as Brawler's Beat Stick, Divine Ruin and Pestilence so it doesn't really grant much.
What I would like to see is for the percentage maybe to be increased to 20% maybe? It might seem like much but the item really needs something to make it even worth having on some gods.
I never dit the test with Osiris ultimate, but I thought it would be the same.

Since you never mention the 15 reduction is caused by Rod of Asclepius itself, I thought you meant that those anti healing items kinda have a diminishing return in terms of efficiency that I didn't know.
Now that I reread it, I understand that we are telling the exact same thing.
I think Lord of the Afterlife does the same...
For reference, the formula for healing is
100%(base healing) + (additional healing)% - (healing reduction)% = (actual healing)%
So with Pestilence and Rod of Asclepius you'd have
100% + 15% - 25% = 90% essentially reducing Pestilence's effect from 25% to 10%

I don't remember where, but I have read that the % are added to the base healing.
Which means -100% does't mean you cannot heal, but instead that your base healing is reduced by 100%.
So, if you are Hel are you are trapped in Odin's Ring of Spears, if you have Rod of Asclepius, you could still heal you for 15% of your normal healing. That's not big, but it's better than 0, and it could save your life.
I think you should view it the other way :
Rod of Asclepius is a counter to Brawler's Beat Stick, Divine Ruin and Pestilence, allowing you to heal decently in the case they are using these items.
