I did finally beat an Ullr *success*. My build of Divine Ruin -> Breastplate of Valor -> Shoes of Focus -> Hide of the Nemean Lion -> Obsidian Shard -> Rod of Tahuti proved to deal enough damage to Ullr while making his basics hurt him rather than help him against me. That combined with obby's objective push secured the win (another thanks to Greenevers for that tip).
Unfortunately my promo match ended on a bit of a sour note, despite it being a victory in a Chang'e mirror match. I started a bit weak, having gone for red buff + power pot and dying with my opponent at a sliver of health ~3 min in, I went for the late game approach. My opponent did not take well to this. Once I started beating him in fights, he began claiming disbelief that "such a **** build" was better than his and sent me a nice string of angry messages, despite my trying my best to explain why I did indeed have advantage late game. *messages and game stats below, I didn't hide his name because there was a lot of messages, but don't go yelling at the guy just because he was a bit of a jerk. Leave him be.*
Just to analyze,

How the game went: We both started with Vampiric Shroud, power pots and red buffs. Once in lane we traded for a bit, however after the first back I took a good deal of minion damage clearing the wave and he surprised me with an ult under tower giving him first blood. At a disadvantage, I sold my shroud for some early magic protection grabbing tier 2 of Pestilence and using that to safely clear. By the time I'm getting Shoes of Focus, he does succeed in catching me off guard with an ultimate and tower dives me to again slip away with a sliver of health (kudos to him, he played it well). We continue playing, he kills me again after I miss an ultimate (what can I say, I'm bad). Seeing that he's an aggressive player and that I was behind, I opted for Spear of the Magus to hopefully win 1v1 engages. Meanwhile, he opts for Obsidian Shard for objective pushing. We trade for a while in 1v1 engages, during which he does more immediate damage, but in the end we do roughly the same dps because of my spear vs his obby, because I have shorter cooldowns with Chronos' Pendant, and because I know to use Moonflower Dance -> Crescent Moon Dance giving me a shorter combo and thus an even smaller cooldown on said combo, while he opts more often for the reverse (thus we averaged the same dps on each other, despite my being 2 levels lower). We continue trading at which point I have to decide what I want for my 6th item. Seeing that I needed to survive his initial burst and that more protections would somewhat work against me with him possessing Obsidian Shard, I opted for warlock's sash despite being so late in the game. The way we were engaging, I knew I could stall if I needed to until it was fully stacked, and needed the health and power to compete with his fully stacked Book of Thoth. Having finally reached a point where he lacked red buff, we engage despite my being 2 levels lower. I surprise him with an ultimate at half health after juking his and finally secure a kill with my 3->1 combo. Now having enough money, I get the full warlock's sash, take down most of his tower and begin stacking. Now with a power pot and a red buff, I engage again, and again win, finishing him off with a basic and taking out the remains of his tower and phoenix before he gets back up (it was at this point he began to question how I was beating him with a 'trash' build). This was in part because he bought Soul Reaver, but failed to use it well. He'd poke me with it, and then I'd fall back, heal up and engage again, rendering its passive quite useless. We engage a final time, I do a classic combo while he's on cooldown for Moonlit Waltz going Moonflower Dance -> Crescent Moon Dance -> Waxing Moon -> Greater Purification -> Moonflower Dance -> Crescent Moon Dance which kills him, almost 100-0 without my taking almost any damage in return.
So why did I win those engages? A number of factors.
1) More penetration. At 0 spear stacks he had 50 protections from his Pestilence. At 2 stacks he had roughly 20 protections. I sat at about a constant 43 since he could go through 30% with Obsidian Shard. Considering I almost always did Moonflower Dance -> Crescent Moon Dance that meant that I was hitting my most damaging ability at 1 stack guaranteed, and using that combo followed by my ultimate guaranteed a huge amount of damage on my ult. 20 vs 43 protections is a HUGE difference. In the end I mitigated a lot more damage than him given how much damage I took (to put things in perspective, I also took 1.5 health bars of damage from the phoenix while pushing it down that went unmitigated, so if you check the stats I was actually mitigating a ton of his damage).
2) More health. The most stacks I ever got was 50 but even so that was a huge extra 500 health, giving me 1.25x as much health as him. Given that I also had more penetration, that gave me a considerably larger amount of effective health.
3) More CDR. His 15% vs my 40% made a huge difference. I could use my Crescent Moon Dance every 3 vs his every 4 seconds, and my Moonflower Dance every 6 vs his every 8. With Greater Purification on both sides, I could get my combos off faster greatly contributing to my out-dpsing him.
4) Minimal power difference. During the first engage I won, he did have a considerable edge in power, but I juked his ultimate with Moonlit Waltz so I was able to get away with that one (ironically the same way I had lost the prior two engages). The next two engages I had a red buff and a power pot, while he had solely a power pot for each. In this case, I had roughly 600 power, where he had 700. However, the cost of that extra 100 power was a significant amount of health, CDR and penetration, that ultimately cost him the game.
In the end, all these combined led me to take the last two kills and win the game. I hope this helps others who are also dubious as to how my build ended up winning over his.

And yes, those people that circle around everything are so annoying to deal with!
As for aiming Chang'e's ult, not a lot to say, it's a straight line skill shot. It is a bit iffy to land if someone is right next to you since they can much more quickly move out of the way, (spinning clockwise around a Chang'e is actually hilarious because it makes it really hard for them to hit their ult, and because of the way Crescent Moon Dance works it makes that extremely difficult to hit as well). I don't really have a lot of advice to give on it though, I do miss on occasion. Tbh it's not my best skillshot.
Also, do you have any advice on aiming with Chang'e's ult (among other things)? For some reason, I'm just terrible at hitting enemies close to me (like throwing my ult at two people right in front of me and missing). I guess I'm just used to hitting them from a distance and end up treating them like they're far away, even though they're actually really close?
As for Warlock's Sash, if the match went differently and you knew that you couldn't stack, would have built Ethereal Staff instead?
1) Moonflower Dance -> Crescent Moon Dance gives me at least 1 stack every time I use my most damaging ability (you'll notice both the scaling and base damage on Crescent Moon Dance is significantly higher than that of Moonflower Dance). Additionally, that combo doesn't really stop there. Since Spear of the Magus stacks last 5s and my Crescent Moon Dance is on less than a 3s cooldown I can guarantee another Crescent Moon Dance hit on 2 stacks. Just with Crescent Moon Dance alone I can guarantee that I'm hitting the next one with 1 stack of Spear of the Magus, every time I use Moonflower Dance in addition to that I'm guaranteeing 2 stacks on my next Crescent Moon Dance assuming it's an extended engagement. In general, I would say I was at an average of 1.5 stacks per every Crescent Moon Dance, 0.5 per every Moonflower Dance and I believe always at 2 for every Waxing Moon that I used that game. Considering damage taken vs mitigated was more favorable on my end even with my taking tower and phoenix shots, I can assume I had the penetration advantage.
2) Moonflower Dance -> Crescent Moon Dance -> Waxing Moon guarantees that I hit my ultimate at 40 protections giving me far more burst. If he decides to use Moonlit Waltz for my ultimate this can work out 1 of 2 ways. 1: He uses it exactly as I fire my ultimate with perfect timing (very difficult since this ultimate comes out extremely fast). Since there is a small delay before you actually get invincibility frames with Moonlit Waltz, he gets hit with it anyway and takes the full damage at 2 stacks. 2: The much more likely scenario, he uses Moonlit Waltz before I fire my ultimate since he's anticipating it. As an experienced Chang'e player, I know I can anticipate this and only fire if I see he's not doing that. If he does, then I baited out his Moonlit Waltz and can immediately fire upon him once it ends, guaranteeing a follow up with a full rotation since it would be off cooldown + another Crescent Moon Dance if I beads (which would also guarantee that I can't be follow up stunned by his ultimate). In the case of this game, he had already used his Moonlit Waltz prior to my going in, so none of this was especially relevant aside from the fact that I had a guaranteed full penetration ultimate. You say it was a risky move if I had missed or if he had had his 2 available, but missing an ultimate in a close range engagement is very rare and I hope I debunked why having his 2 available wouldn't have been the most relevant factor either. Of course this can all be changed if he had different actives like Aegis Pendant or Shield of the Underworld, but the only thing he ever bought was Greater Purification.
3) Considering the factors above, I stick with my choice of Spear of the Magus in this matchup. While Obsidian Shard does offer better initial damage for your Moonflower Dance (or Crescent Moon Dance if you choose to start with it for whatever reason), this number doesn't stay relevant in any realistic engagement late game. While it is better for objective pushing, in a mirror match or particularly difficult matchup, I want to prioritize being able to win a fight rather than pushing objectives in most cases. If he HAD built another magical protection item though, or if I was ahead and could better push objectives, I would have definitely bought Obsidian Shard (hence in the Ullr scenario).
As for warlock's sash he did start Soul Reaver before I bought it, and I did take that into account when making that decision. Oddly, after he died the first time he came back with tier 2 of Chronos' Pendant (I think he noticed how much damage I was getting with my low cooldowns) but then changed his mind, sold it, swapped back and finished Soul Reaver (seemed like an expensive mistake). As for using Soul Reaver for pokes, that was mostly on his last life when he was defending at his dead phoenix and I was pushing with fire minions. He couldn't really ignore the fact that I was there, so he did some damage to me as I approached. Why he didn't go all in at this point when his Soul Reaver was up I can't say, but it was a pretty poor decision. Most likely he was too timid.
The idea is correct, but the numbers aren't.
At level 20, with his build, Chang'e has 95 magical protection.
So, with your Spear of the Magus
With 0 stack, thanks to the 15 penetration, he had 80 protections.
With 1 stack, he had 60 protections.
With 2 stacks, he had 41 protections.
You also had 95 base magical protections
So, with his Obsidian Shard
You always had 64 protections
As you can see, the result is the same, just numbers are different.
Also, we see that you are really more effective than him only at 2 stacks.
So, since your main combo only involves 2 abilities
Moonflower Dance / Crescent Moon Dance
compared to
Crescent Moon Dance / Moonflower Dance / Crescent Moon Dance
you were more often than nothing at 0 or 1 stack.
Considering that, and the objective killing factor too, I personally think Obsidian Shard would have been better.
You really took advantage on your spear only at the end, when you throw your full rotation (twice thanks to beads).
That was a risky move, but it paid well.
However, if you had missed your ult, or if he had his 2 available, it could have cost you the game
Also, the choice of Warlock's Sash over a second protection item was good idea, not only because of Obsidian Shard, but also because of Soul Reaver dealing true damage.
I'm not sure if he was starting this item before you made your choice though.
I suppose he was expecting a good nuke to 100-0 you, but apparently he used it for pokes, which is weird.
I just enjoyed the fact that I was apparently an ******* because I decided to build certain items in a gametype where you're supposed to do whatever it takes to win a 1v1. Am I supposed to build inferior items out of courtesy? If I'm behind am I expected to run all around and die a bunch so that I'm not camping tower? Idk man.
