I think Hades is the best Solo laner. He has insane lane clear, insane sustainability (assuming you leveled his devour souls(3) up first, and insane DAMAGE even if you build him as a bruiser. When your jungler comes along you can easily stomp the opposing force into oblivion with your ultimate and whatever your jungler has got going on.

Only problem with Chang'e, while she has waveclear, harass, sustain, and a get-out-of-jail-free card, is she has very low early game damage, and without someone to boost the heal up, a very low heal. She'll run out of mana really easily, and can be harassed still very well.

I'm a pretty good solo laner, although I wouldn't say I was best!

Ha! Anyway, I would probably choose Hercules myself, he's probably the only solo laner (short lane) I would pick, but there are lots of different options, depends how you really want to do it. Guan Yu is one of the other strong picks and it picked up pretty often!

In terms of mid lane solo you have a billion options to choose from, my preference is Ao Kuang, but that's just because I like him, other gods are much better than him but he's my pick!

If you are watching the pros playing on twitch right now at gamescon they are all using hercules because hes da greatest

He is pretty good right now but the pros like the ult which can have multiple hits if they can land it right.
The way to shut down Hercules is beatstick or divine ruin but who wants to build an item to counter 1 god?!
