Baldr
Son of Odin and most loved god.
Her mother make everyTHING promise not to hurt him
Loki, finding out she missed the mistletoe made an arrow with its posion.
Tricking his blind brother, hoor , loki made him throw the knife killing Baldr
At his funeral, odin whispered something no one knew.
Odin made a deal with hel if everyone weep for Baldr, he will be revived.
Everyone weep for him except for a giant who believed was loki
So, Baldr soul was kept with Hel and will revived when Ragnarok come

Okay baldr ranged assassin...

Passive: Baldr has a 15% chance to dodge incoming attacks.
Every time he gets auto-attacked the chance increases with 1% bonus chance is lost upon
dodging an attack

Ability: Rapid fire
Baldr releases all his energy, increasing his attack speed greatly for a short amount
of time. He also has reduced damaged for the duration
Buff: +100% attackspeed
Duration: 2.5s
Damage reduction: 35%

That passive seem to be more of a bruiser and actually he sound a bit more of a bruiser and support in his lore cause he is god of joy and innocent, not a killer or assassin

That's good, though maybe every 2 minutes he gains the stack, though I guess 1 minute could work.

For the 1, how does that relate to the lore? And also it doesn't scale. Maybe it could be something like.

Light Manipulator:
Baldr bends light so that he is invisible. Baldr also gains movement speed and an attack speed buff when he breaks stealth.
Invisibility and movement speed buff lasts for 2/2.5/3/3.5/4 seconds. Movement speed buff is 15/25/35/45/55% increased speed. When he comes out of stealth he gains 15% attack speed. Or should it be when he comes out of the stealth he blinds all enemies looking at him?

How about this
Odin's Whisper
Baldr whisper his father's last words to the enemy that cause them to move to you harmlessly and deals a small amount of damage. Minion will block the attack and cause them to charmed instead
Charm duration : 1.2/1.4/1.6/1.8/2 s
Damage : 50/80/110/140/160 (+40% physical power) physical damage
Cost : 70. Cooldown : 14s. Range : line

This looks like Ahri's ability from LoL but instead deal physical damage (I don't know if he is physical or magical but I guess it is physical)

Do not put a random dodge chance into the game. It will create many salty moments for the enemy team, as well as removing any strategy.

^Only dodges attacks not abilities, Dota 2 works with MANY chances very well.
