Start 1: Tier 1 shoes is an awful state for a Mage in Mid. If you're not going to build Book of Thoth, and you want to rush into Chronos' Pendant, then you can start with either Mage's Blessing, Lost Artifact, 2 Healing Potions and 2 Mana Potions, or, you can start Magic Shoes, Lost Artifact and 1 Multi Potion. Ideally use the second start as it means you can go Shoes of Focus, Chronos' Pendant and then straight into Soul Gem. If you use the first start, then get Shoes of the Magi instead. Example full Build: Shoes of Focus, Chronos' Pendant, Soul Gem, Obsidian Shard, Soul Reaver, Rod of Tahuti. Sell Shoes of Focus lategame for Doom Orb or Shaman's Ring.
Start 2: Fine, but you should list 1 Healing Potion and 2 Mana Potions.
Example Build: Needs some tweaks. Chronos' Pendant straight after Book of Thoth is not ideal, and also your build caps CDR at 40% which is not ideal when Potion of Magical Might exists and can give you the 10% CDR you need to fill the cap. It's better to go a route such as: Shoes of the Magi, Book of Thoth, Spear of Desolation, Obsidian Shard, Soul Gem, Rod of Tahuti. Sell Shoes of the Magi lategame for Soul Reaver.
If you really wanted to have Chronos' Pendant in your build, you could go: Shoes of the Magi, Book of Thoth, Divine Ruin, Obsidian Shard, Chronos' Pendant, Rod of Tahuti. Sell Shoes of the Magi lategame for Spear of Desolation.
As for "Defensive Items": Jade Emperor's Crown wouldn't really be built on a mid laner in most circumstances, it's better to consider Dynasty Plate Helm instead. As for Spirit Robe, this item doesen't really do much for squishy mages so I would just remove it. Also add Magi's Cloak as a defensive option, as well as Winged Blade.
Relics: You only need Aegis Amulet and Purification Beads on Mid laners, and Hera isn't exactly the best user of Blink Rune, so we can stick to the first 2 suggestions.
Also, regarding Chronos' Pendant + Soul Gem + Spear of Desolation. Yes, both Spear of Desolation and Chronos' Pendant can help you bypass the CDR cap with their passives, but Soul Gem isn't the same case - instead only providing a flat 10% CDR, so unless you really want the extra burst damage/heal proc from Soul Gem, then it isn't really worth getting all three items in your build.
Also I never tried LS on Hera, is it worth it?
You're most likely going to get shamans.
Soul or myridin for another 10%cdr and remaining 10% from pot.
Remaining 3 can be whatever (my preference: reaver, estaff, and Tahiti)
I'm not sure how good LS is with her though... never had trouble deleting Squishies with her combo. I've not tried myriddin but I think instead of rod it'd help you delete Squishies too but then you'll have OOM problems
But here are my thoughts:
As for your defense items, don't bother with Jade Emperor's Crown; grab Dynasty Plate Helm or Celestial Legion Helm instead. Also, Magi's Cloak is a good pickup against multiple gods with displacement CC ults like Ares and Da Ji.
