Sell boots and get Elixir of Speed for Staff of Myrrdin or Soul Reaver

When you back, you should pick Shoes of Focus first, so you have cooldown and movement speed. Then after that you have the option to either get Rod of Tahuti or Divine Ruin. I would lean more on Divine Ruin as my first pen, because in my opinion. Flat pen does more in the early stage of the game then percent pen. It's totally up to you.
Rod of Tahuti can be use as a 3rd or 4th item. I've seen other people get tahuti now in early stage of the game.
If you hit level 20 at this point. Upgrade your starter item first to Archmage's Gem

Hi, my guide is still working in progress, because people are still figuring out the best item for each gods. I will try my best to explain the way the game start for Scylla. My guide is center to conquest specifically, but I've tried it in Arena and it works since some of the items are currently strong at the start of season. :)
The order of items, I would go for Scylla
Starter and 2nd item: So, you have a lot of option when starting the game. You can either go Rod of Tahuti first item along with your starter item. OR you can go tier 1 item of Divine Ruin.
3rd item: When you have enough gold, after you back. Finish boots first, get either Shoes of Focus for cooldown or Shoes of the Magi for life steal.
4th item and returning to base: When you're done with your boots, come back to the base and finish either Rod of Tahuti or Divine Ruin. I personally will lean more on divine, because flat pen is better in the early stage of the game than percent pen. This part is totally up to you and how you farm gold in the entire match. If you don't need Divine Ruin, go and pick up Spear of Desolation. This item was recently buff, and the stats are absolutely amazing!
5th item: At this point, after Rod, I like to go for Soul Gem. It's a good item right now.
Upgrading your starter item: So, this part is important. In season 8 you can now upgrade your starting item and it gets so much stats compare if you're selling it to another tier 3 item. At this point of the game if you hit level 20, I would upgrade this.
Final Item: In the end, you will be selling your boots. Go to consumable tab and pick up Elixir of Speed for 1500 gold. This will replace your boots then later get either Soul Reaver or Staff of Myrddin.
Optional Items:
You can get rid of Divine Ruin if you're not going against any healer that you think it will be a problem. if you're not getting this item. I would go Spear of Desolation

Sic 'Em (1st Ability) - You want to level this ability after you're done with Crush. Later in the game. This will do a lot of damage. At max rank, Scylla summons two hounds if they are close together. |
Crush (2nd Ability) - You pretty much want to start with Crush. This will give you her minion clearing in the early stage. Late game, this ability deals a ton! you are also slows while in the circle and have the enemies' protection reduce. |
Sentinel (3rd Ability) - (!!!) Do not focus this ability that much. |
I'm a Monster (Ultimate) - As long as you focus on 1st, 2nd and your ultimate. You should be fine. Late game, this deals a 1000 damage with full build! :) |
Quick Learner (Passive) (RECENTLY CHANGED) -It's pretty much a free magical power. Each abilities gain 25 Magical Power for each max rank. Total of 100 Magical Power. |
If you are looking to know more about Scylla and want to get better at her. Why not watch a couple of videos where I learn to play her? Keep in mind, this will only give you a general idea on how to use her. I strongly advice not to follow their build due to the items changing from season to season. Anyway, here's some very informative videos and a little bit funny stuff as well. If you are new to the game I advice to watch some vids. I'm also adding a video of Incon explaining starter items, if you are interested in that. :)

I generally like the build, but in a perfect world. It almost seems like an "unobtainable" build to an extent. In total, it's going to be 15,500 Gold, not including any Consumables you may want; which is pretty pricey in Joust, Clash, and Siege.
My first recommendation would be to switch Spear of Desolation with Obsidian Shard. Maybe you're picking-up Spear of Desolation for the CDR or to keep all the Pentration as "Flat" Penetration, but all-in-all, I just don't think this item gives the bang for its buck; I'm just not completely sold on this item even with the changes it has gone through. You can retain the same CDR by picking-up Shoes of Focus (but you'll lose early Pen), and will be generally more effective against tankier Gods with Obsidian Shard.
Second, would be Bancroft's Talon. I like this item, don't get me wrong, but other items can over shadow it. I would recommend picking-up Polynomicon over Bancroft's Talon for the sole reason of having that extra MP on your next basic attack. How many times as Scylla have you used Sic 'Em and Crush and the bloody bastard is on 1HP (figuratively)? Too many to even talk about. With Polynomicon, you greatly improve your finishing ability in general and when and opponent uses Meditation Cloak if your combo can't do the job.
Third, I would pick-up Rod of Tahuti before Soul Reaver. When buying an item like Soul Reaver I'd like to have as much power as possible already online. By grabbing Soul Reaver 5th, you are limiting the output the item can do initially.
Lastly, I like Soul Reaver, but only if I'm ahead, and under certain circumstances. If you're looking for a "Bonus Damage" item, I'd opt for Ethereal Staff instead. With Soul Reaver, I assume you were looking to get Bonus Damage Procs on Crush? Soul Reaver will only allow you to do this every 40 seconds where Ethereal Staff hit every 10 seconds. The next argument some would make would be "but Murmz, Soul Reaver hits for 10%, and Ethereal Staff only hit for 5%." Don't worry I got you covered...this is true, but in a span of 40 seconds, Ethereal Staff will Proc 4 times where Soul Reaver will only Proc 1 time, making Ethereal Staff the more effective, and damaging item.
With all that said, the Final Build is looking like this:
Book of Thoth
Shoes of the Magi
Obsidian Shard
Polynomicon
Rod of Tahuti
Ethereal Staff
Again, this is sort of what I've been using w/ her in Season 4, so please take it with a grain of salt. XD
Cheaper, only 10 power less, extra health and CCR, and you can get 10% of the passive in 10 seconds as opposed to the 40 seconds of Soul Reaver. So I think it's almost always a better option to build Ethereal Staff over Soul Reaver, unless you're dying to get that 10 extra power.
If you stack Book of Thoth with Soul Reaver, the 300 Mana that comes with it is virtually useless (in a sense).
I will edit my comment and make a more definitive stance on the last item.
Sort-able God Stats
With that being said, would you suggest getting Shaman's Ring in the core?
In any case, Ron, Noah has a point... Scylla's passive makes her leveling order different than others...normally with most gods where leveling the ult whenever possible is a given, it's a no-brainer. However, in this case, if you were to level Crush at 9 instead of making I'm a Monster level 2, you trade a 100 damage increase (+120% scaling) from a base 90s CD ult for:
That said, that depends a bit on how much you value your ult. Even though it has a long CD, let's say you're great at hitting it...if ~100 damage might mean the difference in getting a kill and not, well, it might be worth the extra point in the ult if you're able to chain multiple kills often.
I also missed this detail...guess I'm not a good Scylla player either (in fact, I'm not, hahaha).
