Current META build, no stacks yet pretty powerful and has a good survivability. If the enemy is magical heavy then you may replace BoR with Soul Gem or Genji's Guard.

Doom Orb:
200 Mana, 145 Power and Speed, it works great with BoT and ToD. Depending on enemy team, can replace Soul Reaver or RoT. (Especially if they lack tankiness, I recommend to use it instead of Soul Reaver.)
Enemy team comp matters the most here.
BASICS:
1- Always do your best!
2- You may miss your Light 1st, it's completely normal. You will get used to it.
3- Don't forget to heal your team mates.
4- Stay safe in early, farm well. Hel's early is kinda weak.
5- If you are a beginner do NOT play Hel as your first God / Goddess. I did this mistake and still can't increase my k/d because of my first games. She's not easy.
6- Stay calm and relax. Nothing is easy at first, you will get better with time.
7- Don't be toxic, don't mind toxic people.
Decay - Restoration
Decay is nothing pecial, Hel fires an orb that explodes if it hits enemy gods or reaches its max range. Restoration is kind of the same, Hel fires an orb that heals ally gods but it doesn't explode, also deals damage to enemy gods.
Dark Damage: 60/110/160/210/260 (+60% of your Magical Power)
Light Ally Heal: 55/70/85/100/115 + 5 per level
Light Self Heal: 55/70/85/100/115 + 5 per level
Light Mana Heal: 55/70/85/100/115
Light Damage: 60/110/160/210/260 (+50% of your Magical Power)

Can maybe see going Lotus Sickle over Soul Gem.
I am also not 100% sure about Tablet of Destinies but seems doing pretty well in my opinion, especially against squishies with Thoth+Orb. Of course it wouldn't work that good against a balanced enemy comp.
Lotus is fine but wouldn't build over Soul Gem or Chronos' Pendant (I know Chronos' Pendant is weak right now but it's passive is incredibly good for Hel). I explained many other optional items in Notes section as well.

Also there are no universal best builds and that's why optional items exist so arguing about an item being than another is unnecessary in my opinion (as long as they are close enough).

I would normally recommend Charon's Coin > Rod of Tahuti but with the MP5 from your passive this gives you a total of 99MP5 late game. If you wanted Book of Thoth still then maybe start T2 Book of Souls and do this:
Book of Thoth > Shoes of Focus > Breastplate of Valor / Chronos' Pendant > Rod of Tahuti > Obsidian Shard > Gem of Focus > Swap boots for Soul Gem / Mantle of Discord
This build caps your MP5, gives you a lot of mana to use but instead of opting for Pendulum of Ages it opens you up to Gem of Focus, which feels great on Hel because she generally spams abilities and can make great use of the passive effects.
(If you go Breastplate then get Soul Gem, if you get Chronos' then get Mantle)

Pretty much the deal against him is just like with a Hades he will heavily out pressure you. Combine this with Hel weaker early game and having to get close to minions, will result in a harder early lane. On top of that, he can kill anyone that gets mummified if his ult is up. The last problem a lot of people have is the healing he gets from lifesteal. The only disadvantage that he trades in for this is his immobility since he roots himself during 2 abilities and has no escape.
So from this, we have some goals when playing against him.
The first one is to predict and dodge as many Mummifys as we can. Since you're playing Hel, you also have the goal of cleansing them from your jungler. This becomes especially important if Anubis has his ultimate up.
The second important early game goal is (like with any god) to not let him get kills. Compared to other mages, he can snowball pretty harshly with some early kills. Part of this lies in not taking to much unnecessary poke. As Hel your best moment to clear the wave is after he used his Grasping Hands.
The last early game goal normally depends on the strength of the jungler. Since Anubis is immobile bad positioning can easily kill him. However, since Hel early game is pretty bad I would recommend the jungler to play safe and not gank if his ult or mummify is up.
The last goal during a game against Anubis is pretty simple: get anti-heal. This is also the reason he falls of late. A lot of damage dealers can outburst Anubis lifesteal if he is affected by anti-heal. Do keep in mind that multiple sources work best against this and are needed if he grabs Typhon's Fang.
While she can poke and clear decently with her 1 or 3 IMO most of her early game power always came from the pressure she could deliver with her 3 (but that requires blue buff or lots of). The poke from her 1 is quite similar to the abilities from most mages. The reason she is weaker than other picks is that she has to put herself in danger more for using her 3 or better known her second damage. Yes, she has healing but this will drain mana. Against someone with the sustain of goobis you will be losing out. And as most probably know getting close to goobis (or the wave if goobis has no CD) to get your 3 damage off, is something he wants. This also counts for several other matchups even some with safe damage from afar (mostly the ones that can CC you during the cast and get away). This will force you to run out of resources.
I dont really build Urchin on Hel or any mids though.
