Standard Starter for most conquest match.
Balanced starter made for sustain in lane.
Remember to have all of Anhur's kit up to lv 5. Impale and Disperse are essential at level 2, then level up Shifting Sands and at level 4 give preference again to Impale. In the early and middle game, Impale is essential for clear wave, although its stun time increases very little. Without very specific situations, give preference to Shifting Sands, in match-ups where your opponent or the opposing team does not have immunity to slows, many dashes or jumps. Currently, most hunters have movement skills. Currently, the match-up focusing on Shifting Sands only happens against 2 hunter mages, Freya and Olorun. Prioritize the skill, Disperse in situations where you are being focused by the enemy team. Note that the builds presented at have low or no CoolDown Reduction. So if you feel the need, prioritize Disperse over Shifting Sands. Shifting Sands is a good choice to Objectives and Team Fights.

Anhur's skills allows him to have a strong start, especially against tanks and other low clear wave hunters. It can be considered an oppressive hunter, even if its clear wave isn't that good due to the boxing potential. |

About your builds, I'm good with the anti tank build, although Dominance doesn't help Qin's Sais deal more damage, but about your crit build, ehh not so much.
You use Devo, which is for me a worse version of Bloodforge, providing less power, less movespeed and the tiny extra lifesteal devo has, on temfights can be compensated with the shield blood offers, so why not simply pay a bit more and get blood to access a good power spike without having to slow your start?
Also, are you sure you don't want to get Deathbringer to increase all your crits damage?
I mean, it's an "ANTI-SQUISHIES" build, the harder you hit the better to kill them fast. Plus, you don't need that much % pen if you are focusing the squishies, so my recommendation would be something like Death's Temper, Bloodforge, The Executioner, Rage, Demon Blade, Deathbringer and upgraded it into Envenomed Deathbringer, that would be much more squishy focused than the actual one.

At this point in my comment, I modified the build.
Thank you for your comment and I will take it into account. So I think starting with Asi as an alternative to Devourer's Gauntlet and Bloodforge, as it provides satisfactory attack speed early in the game, and allows Rage to have the most stacks fast on departure. I think that in a build from Bloodforge to Anhur, a good continuation would be Atalanta and Rage, with some other attack speed item being essential, such as The Executioner or Silverbranch Bow. Anhur lacks attack speed due to not having steroids of that status. With Rage and Deathbringer I think I can even remove Demon Blade I don't believe so much in the potential of this item, and it didn't do so well in practical tests.
I think you should offer an alternative crit build rushing Asi as 1st item just to your guide be 100% complete.
