These are all alternative or situational defence items that can work on Chaac to counter the enemy team or not feel as weak into certain comps/items.
They do NOT need to be built every single game.

Elixir of Speed is a late-game replacement for movement speed. You'll want to have purchased all 6 main items. After that, you build up enough gold to purchase the Elixir, sell the boots/shoes, and get a replacement item.
So if we take Biggie's main build, noting that he purchases the Bluestone Pendant starter and then sells it late-game instead of upgrading it, your sequence of purchase would be as follows:
1. Bluestone Pendant ( Bluestone Brooch at level 20)
2. Warrior Tabi
3. Shifter's Shield
4. Ancile
5. Void Shield
6. Mantle of Discord / Pridwen
7. Purchase Elixir of Speed, sell Warrior Tabi and purchase caduceus shield.
He has high power scaling so he definitely appreciates bruiser items instead of going full tank like Cu Chu (or a mix of power and tank items).
Arena I would say you need to be really spammy early to be as useful as possible before others get their items online so I would suggest:
Bluestone Pendant > Reinforced Greaves > Jotunn's Wrath > Shifter's Shield / caduceus shield > Genji's Guard > Void Shield > Bluestone Brooch
This will give you some good damage early on and transition you into a tank menace with still a fair bit of damage output (I'm 99% sure anyway).
You just want to be hitting your abilities that hit hard early and often as possible so that you make as much impact as possible.
Honestly if you want to be a bit more snowbally or use that early game damage I would recommend Jotunn's Wrath (because of the little bit of pen being more valuable than the bit of power from trans) or more around late game if you also want to keep a bit of tankyness Void Shield (which aura late game is now better if the enemy is a tank)
talking about Void Shield I wonder why a late game Shifter's Shield is in your opinion a better pick up than Void Shield (assuming in joust you have a double physical comp)
In those cases, I would try to see if I can get by with just one of the above, at least with regard to BoV and Blackthorn. I don't see you need both. And keep in mind, at full passive stacks, he gets a free ability use.
And in that case, if you can drop BoV, it opens you up to alternatives. Contagion if you want early anti-heal, for example.
Then consider why Trans was good for him. CDR, sure, but also the high power. His scaling on his healing is super high, and although his 1's scaling is only 60%, it still really helps his early clear potential. Meaning...he does appreciate power.
So what I'm getting at here is, look to replace BoV if you can. Go for an early Glad Shield, perhaps, if facing a phys god, and maybe get Blackthorn after that if you're okay with it. If facing magical, go for Runic, perhaps. (And in some of your examples, Big, you seem to get Runic late-game...don't do that, it's an early-game item, not late...low price, and 50 power reduction late-game isn't much...it's more valuable early when they only have 1-2 items.)
I may try making a build with Pridwen instead, but I find it hard to be as tanky when I do build it, more testing though I'll find something better eventually.
I do try to get Runic Shield earlier but getting things like stacks on Hide of the Urchin, or Mana sustain from Blackthorn Hammer, or a Physical Defence item for my Solo opponent usually comes first therefore pushing it back a bit. I did before build things like Oni Hunter's Garb instead but with the buffs to Magical Power and the nerfs to Magical Pen I just think having that extra 50 knocked off along with some base stats is useful at any point in the game, although I'm not disputing if I could get it earlier I would.
There are better bruiser/damage options like Frostbound, Crusher, Brawler's, Masamune etc...
and yeah the other damage options from the Heavy Mace tree are better nowadays so I don;t really suggest this tactic anymore as you will need to switch out jotunns later in the game nowadays. Only reason to grab jotunn's is because it feels the most effective (followed by brawler's in case the opponent has a lot of healing) as it allows you to spam axe and ignore some early game mana struggles for the early poke.
