Beads against comps with hard cc. Aegis for situations like Vulcan's ult. Shell i like for team fights and to save low hp team mates from say Nu Wa ult. Phantom for Odin ult. Bracer undoing if you don't need shell, aegis or phantom.
Not much to say, 40% cd, 2.5 aspd with Viper Shot active.
Acid Spray makes it easy to put pressure on enemy lanes, pretty safe and powerful clear. Alright poke damage from splash on gods behind initial target.
Lacerate gods if safe for extra damage and root + free shots on target, or simply to reduce the enemies healing. Otherwise, use as escape.
Petrify and Viper Shot when available and delete the enemy.
Can purchase Titan's Bane earlier if required, but probably unlikely.
Smite is an online battleground between mythical gods. Players choose from a selection of gods, join session-based arena combat and use custom powers and team tactics against other players and minions. Smite is inspired by Defense of the Ancients (DotA) but instead of being above the action, the third-person camera brings you right into the combat. And, instead of clicking a map, you use WASD to move, dodge, and fight your way through the detailed graphics of SMITE's battlegrounds.
SMITEFire is the place to find the perfect build guide to take your game to the next level. Learn how to play a new god, or fine tune your favorite SMITE gods’s build and strategy.

For arena, I use Hydras instead of Trans
For Clash I'd skip the blessing and go straight into charged morningstar, but I would still buy warrior tabi before I finished trans.
Start 1: Mage's Blessing/ Hunter's Blessing, Morningstar, 3 x Healing Potion and 2x Multi Potions.
Start 2: Charged Morningstar, 3 x Healing Potions, 3 x Mana Potions (or Muli Potions.
Start 3: Hunter's Blessing, Spiked Gauntlet, 2 x Healing Potion and 2 x Multi Potions.
Start 4: Hunter's Blessing, Cudgel, 1 x Healing Potion and 2 x Mana Potions.
Build 1: Transcendence, Warrior Tabi, The Crusher, The Executioner, Qin's Sais, Titan's Bane (or Bloodforge). Sell boots for either Odysseus' Bow or Bloodforge or Titan's Bane when you get Elixir of Speed.
Build 2 (Crit): Devourer's Gauntlet, Ninja Tabi, The Executioner, Poisoned Star, Deathbringer, Wind Demon, sell boots for Bloodforge or Atalanta's Bow or Silverbranch Bow when you get Speed Elixir.
Build 3, next patch: Warrior Tabi, Ichaival, Asi, The Executioner, Qin's Sais, Titan's Bane/ Bloodforge. Asi seems pretty pricy though so maybe this build isn't the way to go.
Build 4: Transcendence, Warrior Tabi, Soul Eater, The Crusher, Brawler's Beat Stick, last item assumed Titan's Bane or The Executioner.

Also make Beads, Aegis and Blink Rune the main relic options. Shouldn't be building bracer, phantom or shell.
I will say that looking to max CD just for the ult isn't IMO the best start. Unless you're playing against lower level players (or maybe console only), you often won't be able to catch people with the freeze unless you've got great timing or you surprise them around a corner. I get the concept though, and for maxing the CDR I can mostly agree with the items chosen though I don't personally like silver there that much.
