It is, but it doesn't come with a CC effect, nor does it deal much damage at any point in the game. Pretty much all it does is a leap, which I can deal with. It's pretty much a weaker Unchained.

New Goal: Ullr is boring and stale. Let's try to make his kit synergize better, and make him more fun to play.

Here's a list of my proposed tweaks:

Firstly, remove the ******** blue arrows. I'm sick of constantly expecting to slow enemies.

Bladed Arrow: Now applies on-hit effects and can crit, and has a scaling cooldown of 13/12/11/10/9 seconds.

Expose Weakness: Renamed to Draw Bow. Ullr moves at half speed until he uses an ability, but his next ability gains 10/15/20/25/30% physical penetration. Canceling the ability (w/right-click) refunds the mana.

Cooldown: 18/17/16/15/14 seconds.

Hail of Arrows: No change.

Thrown Axe: Now slows by 35/40/45/50% for three seconds instead of stunning. Now has a scaling cooldown of 13/12/11/10/9 seconds.

Invigorate: Ullr breaks free of CC and gains 20% movement speed for 5 seconds. His next ability applies lifesteal, which is doubled.

Glory Bound: Now applies on-hit effects, including crits and lifesteal. By making this a strong damage source, now that it can crit, I hope to encourage reckless use, since this is the kind of ability that you use when charging recklessly at the enemy. (It's called Glory Bound, after all.)

Wield Bow/ Wield Axes: Unchanged, except Wield Bow now grants 10/20/30/40/50 physical power instead of attack speed.

Playstyle: Basic attacks? What basic attacks? We don't need any stinking CC or basic attacks!

You poke in lane with ramped-up abilities. In combat, you can stance dance, by using your ranged abilities as they close the gap, before swapping and using a buffed Glory Bound to suddenly gain a truckload of life. Or you can keep kiting, using the lowered cooldowns on your 1 abilities to keep your distance, jumping away when you can. I intend to give him lowered base attack speed and whatnot. Maybe an increase in base mana.

Interesting. So you want to make him like Neith but even more extreme - pure ability based Hunter. We haven't really got one, but it could work. If you are going to make him ability-centered, he should have higher scaling and lower base damage.
Hail of Arrows - Fine, but, IMO, it should have a shorter range. I think its range is longer than suppress the isnolent, and while I'm aware its radius is smaller, I still think it has too much reach.
Thrown Axe - Could use a little bit more scaling around 70%, considering the slow instead of the stun.
Bladed Arrow - 85% scaling, and reduced base damage (80/120/160/200/240).
Glory Bound - 80% scaling.

I'ma be honest, the only reason why there aren't a lot of skill based gods is because there aren't a lot of skill based items for those gods (talking about physical here). So creating another skill based god like Neith (who herself is only loosely classified as a skill based adc) would be a long shot.

Warrior Tabi, Jotunn's Wrath, Hydra's Lament, Deathbringer, Rage, Transcendence, Heartseeker - All seem solid items if we are going to change him into an ability-based god.

Also, Sub, I recall vaguely an idea you had of making CC scale according to power. Why not scale the slow on his Thrown Axe according to physical power? 10/15/20/25/30% (+10% of your physical power). It'll even encourage building more power. Also, I agree about reducing his attack speed/level and increase his base mana pool.

lol, SMITE player want a scaling CC with power like in LoL while LoL power want CC scaling with focus-like system like what once was in smite

Well, power-based CC scalings are intended for supports, and ONLY supports, and even then, only on MAGE supports. Otherwise, we get 3.5 sec stuns from Ymir. If we want to encourage building power, I'd rather not put that power into CC.

Oh ****, I forgot to mention something: HiRezKelly told me there was actually two planned kits for Ullr, but the devs and the others had an argument, so they just made the most generic kit possible and put it as a compromise, especially since they were rushed with the game release.

So all you people who said that Ullr was a rushed god? +1 foresight.

Quick question: If Neith's base attack speed was dropped further, but her cooldowns were reduced by a fair bit, would that be a good thing? (Basically, a more firm change into a physical caster, instead of this caster-adc hybrid.)
