Buy the second tier of boots, then the first tier of soul eater. Costs 1500 exactly, followed by your relic. Complete boots first. Beads if enemy has high CC.
Build shifters shield for early sustain/damage. Buy Titans bane if fighting tanks/warriors. Go for Heartseeker otherwise.
Build crit with Deathbringer if leading. Then ASI for final build. Start with bloodforge blade first if you need more sustain to survive fights, disregard ASI.
Keep the boots, Don't Replace! Lifesteal, and damage with enough pen and crit to take down any healthy tank or warrior. Use beads to avoid crucial Hard crowd control.
Flat penetration for low armor gods, attack speed to help burst down assassin's. Replace Atlanta's bow with bloodforge if you can. Increase in damage and lifesteal. Make your shots count... Use Cloak to help you in large engagements or a low Mana mage.

So, I actually like the thinking behind some of your choices, but I feel that things could be done a bit differently if we are looking to maximize efficiency.
I'll start with the fact that you aren't starting with Hunter's Blessing. In my mind, this is a Core starting item in Conquest for ADCs (I'm assuming that this is what you mean by "strong lane", which is a term from Dota if I'm not mistaken).
I also think that you may be overestimating your ability damage/significance. Artemis generally gets more damage from auto attack focused builds than ability focused ones. For this reason, considerations should be made such as:
As my final point for now, when considering DPS, it seems like you are placing a lot of reliance on Vengeful Assault. For example, in your "vs tanky" build, you have no Attack Speed built whatsoever. If you look at the numbers, this will hurt your damage output by a significant margin.
Overall, I feel that the build could use some improvements, and I hope to help in any way that I can.
does this guide mostly have arena in mind? or also other non conquest modes which start at lvl 3 (joust etc)? cause assuming the skill lvling I can see it is probably not meant towards conquest.
So, no, this is not a strong lane build unless you're up against low-level players who don't know how Art works and/or cannot easily escape her damage.
These builds do not help play towards any of Artemis's strengths, and I can not recommend them.
I've added some people to this chat that could help improve your build knowledge.
Your builds are missing:
1) attack speed
2) penetration (kind of...you have penetration, just not the right kind. You need the executioner in there)
3) some sort of dps option: qins sais OR 2-3 crit items.
Overall the builds are not viable in any remotely competent level of play. At the moment, it's either Devo or Transcendence build into crit or qin's or a mix of both. Some examples:

Soul Eater
You will want to clear wave early because you can usually poke while damaging wave with your 3. The radius is fairly large (about half lane width worth, little bit less). You'll need your support for assistance but you'll need your lasthits for gold. Then again, never said Warrior isn't a good choice, just feel like warrior is a more aggressive option and provides less value when you get an enemy trapped as you'll AA slower. Warrior in a Transcendence build is still solid if you're looking for a more aggressive approach early.
